Read the third row carefully, because it is the honest case for spending money here. A hardwired charger is bolted to a wall and wired into a circuit; nobody is walking off with it casually. The adapter clipped to the handle is the stealable part — and for a few dollars a locking adapter solves that without an enclosure at all.

The soft cover, and the one safety rule
A fabric cover costs very little and does one useful thing: it slows the UV degradation that chalks a white charger gray over several years on a south-facing wall. It does nothing for security and nothing a NEMA 4 enclosure cannot already handle in the rain.
The NEMA 3R box is for something different
Worth clarifying because it appears in searches for enclosures and is a different product. A Hoffman NEMA 3R steel enclosure is for the junction, disconnect or splice an outdoor charger run often needs — not for the charger.
It is the part that keeps an outdoor run from becoming a plastic box full of water in three years. Two honest caveats: NEMA 3R is rain-tight, not watertight, so it is not for a location that floods or gets hosed; and the rating depends entirely on using correct fittings at every entry. What to buy instead, in most cases

The cheaper answer to most outdoor concerns
A holster keeps the handle out of standing water and grit. A steel hook keeps the cable off the ground. A dust cap keeps road salt out of the contacts. None of them adds a step to charging.
